Is hyper flash turn signals illegal.

I am out of ideas. I have a limited with the projector style headlight which has the led turn signals. I am getting errors for turn signal bulb to be out on both left and right . It is not the case, all working, no burned bulbs. Ok, so I know when you have hyper-flash from one side or the other on a turn signal that is usually an indicator of a blown bulb... Well what else could be going wrong? So far my left turn signal has worked properly 1/2 the time. The other half it hyper flashes and the front side barely lights up.
