I think my problem is the IRS 'thinks' he had healthcare, but he did not. But he received the subsidies for it. He will have to contact the marketplace provider where he enrolled and obtain his Form 1095-A, and then use that to complete the Form 8962. As soon as he submits the response to the letter he should allow six weeks for his refund.
