Difft bases have difft chances to go unique. As unique jewels are rarer and now more valuable they seem to poof on every mythic. While I have not tried stranglegrasp specifically, I have mythiced plenty of jewelry - belts, rings and amulets and they have a much higher chance of turning unique.
