Memento is not working in open world either since Season 11 release. Ninja backpack with belstone is no good. The regen is not working with the Ninja. These 2 backpacks not working is a game changer. Hope we don't wait till 17.2 update before a fix is done.

The R in RNG is the true villain here. I only ever get Acosta backpacks, at least it is a source for exotic components so not a complete waste. The only way I managed to get a Memento was a friendly agent dropped one for me while we were running a Heroic Backpack targeted mission.

The exotic drop from Anderson mission is independent of targeted loot. So, Anderson mission on normal takes the least amount of time and gives a guaranteed exotic.
