For cemu under version 2.0 use cemuhook. I'm also a little late here but for anyone using Yuzu on the Steam deck that's still having this issue. Try setting the "Scaling Filter" within the "Performance" tab of the right side menu to "FSR". You should immediately see an improvement. You shouldn't need to restart the game.
