Bladesong makes boosting Int more worthwhile because it affects your conc checks, armor class, AND spell DC. Most of your turns will be spent casting spells rather than making a weapon attack.

It all depends on whether allowing or disallowing one thing or another is going to unbalance the game by making the bladesinger too powerful. Ofc it isn't tied to a weapon equipped. That's a 21 AC with a studded leather armor and bladesong active. 22 in hybrid form from the Lycan subclass and 23 with two mutagens boosting the INT to 23 and DEX to 21 from the Mutant subclass. The Lycan also adds some damage (though that's to melee attacks only and not to spells unlike with the boosted intelligence from the mutagens).

Battle Smith pairs best with Bladesinging as both subclasses have more martially focused features. However, both subclasses also gain Extra Attack as a feature and you can't stack either of them with the other; also, the Steel Defender only scales with artificer levels. Ultimately it's your call how to split the levels.
