Face scan in RTTS, then go to your looks and just write down head size, scale, etc. It will get it pretty darn close outside of facial hair. As others have mentioned there's no current way to implement a face scan onto a player but the franchise mode does support the ability to edit any player indefinitely so hopefully this gets added in later!
