I have an Xbox and my creatures are 500-800, you have to type in a command, which is, “SetDifficultyValue 15” that last number means how difficult so I usually do 15-18. Not sure if theres a way to increase average dino level, but you can try increasing the maximal level. You can do so by putting OverrideOfficialDifficulty=1.0 to GameUserSettings.ini. change the value to whatever you see fit. 10 should be equal to max level 300, 20 should be 600 etc. Thats should give you overall higher level dinos. 2.How to open the Ark command console.
