I don't remember which filter it is that blurs the background, but click through the active filters to see which one causes that effect. I have used Stormshade/Reshade for years and have no issues. It is a graphics enhancer. It gives you no advantages over other players and just makes the game pretty and allows for amazing looking screenshots.
