It's the likelihood of getting an exotic to drop, so in this case common is better. 1840 is a higher difficulty so the chances are better, hence the "common". 3.

I'm not going to do master lost sectors too... Obviously, this is just the testing of one person, over a limited sample size, so it wont be perfectly accurate. I'm not going to do master lost ... Bungie has not ever claimed that afaik. The list of exotics on the app for that days sector aren't meant to say that "4 exotics shown in the website / app mean 25% of one of them dropping.". Those are just the ones weighted to drop if you haven't gotten them yet. And if you've owned / (sometimes completed) the expansion they belong to ...
