Sadly not. I tried to mod it. There are quite a few bugs. The most common one was double swinging melee weapons, and endless reload loops on guns. Maybe with a mod. I haven't played in a while, and I don't remember there being a 3rd person option/setting or talk of adding one. I'm fine with 1st person….

To have first-person view, get on your bike while standing on a ladder. As soon as you get off the bike and back on, it's "fixed".
